Update the .NET SDK, NuGet dependencies, and GitHub Actions used by the build.

Changes

Updated the SDK to 10.0.401, DotNet.ReproducibleBuilds to 2.0.5, MinVer to 8.0.0, System.CommandLine to 2.0.12, and TUnit to 1.72.16. AwesomeAssertions is already current at 9.6.0.

Updated pinned Actions, granted checkout jobs contents: read, included workflow changes in validation, and corrected the vendored-package cache glob.

CI also runs for pull requests targeting another stack branch.

Validation

The combined solution builds with warnings treated as errors and the test suite passes. Workflow YAML parses, and local packaging succeeds. Hosted GitHub Actions have not run for these local changes.

Transmodel stack, bottom to top: #68 → #69 → #70 → #71 → #72. Generator prerequisite: XmlSchemaClassGenerator #1.
