fix(uploads): drop the stale reconciliation-retry claim from the upload-parts cleanup log

Summary

#9021 removed the Project storage inventory, so a failed retired-upload cleanup enqueue is no longer retried by a reconciliation sweep. #9022's squash reintroduced the old "retirement reconciliation will retry" wording in the upload-parts route. This aligns it with the sibling upload route.
