test: use pgsty/silo image for MinIO test fixture - #783

The quay.io/minio/minio image now requires authentication (and minio/minio is gone from Docker Hub), so every test using the minio_store/minio_bucket fixtures fails with "unauthorized" when pulling the image. Silo is a community-maintained fork of the MinIO server that keeps the same CLI, MINIO_* env vars and S3 behavior. Pin a release tag so the fixture doesn't break silently again. The Python test jobs currently fail on every PR (e.g. #782) because the
minio_store/minio_bucketfixtures can't pullquay.io/minio/minio:MinIO has stopped publishing a public community image.
quay.io/minio/minionow returns 401 to anonymous requests, andminio/minioon Docker Hub returns 404.mainlast passed on 2026-09-01, before the image was pulled.This PR switches the fixture to
pgsty/silo, a community-maintained fork of the MinIO server (formerlypgsty/minio). It keeps the sameserver /data --console-address :9001command (the image entrypoint maps it tosilo server …) and the sameMINIO_ROOT_USER/MINIO_ROOT_PASSWORDenv vars, so nothing else in the fixture changes. The image is pinned to a release tag rather thanlatest, so a future upstream change can't break CI silently.Not included:
