Bundle the integrated upstream generator in a separate breaking update. Generated properties for invalid substitutions and duplicate XML mappings are removed, so some consumers need source changes.

Updated both vendored packages and central references to
99.0.15-local, built from fork commit4a47ec5. EnabledUseLegacyMixedTextPropertyNameto preserve the existing mixed-contentTextAPI.The generator changes are in XmlSchemaClassGenerator #2.
This follows the existing Transmodel stack and is intended for a separate breaking release after that stack ships. The earlier PRs retain
