This PR explores a potential alternative to full stack state restoration: routing hints.

This allows the host to hint or force an AODV or source route. Hinting provides a route for the stack to use if a known route does not exist. This avoids route discovery and also helps build in-memory routes once responses stream back. Forcing a route sends unconditionally with the method given.

For ZHA I think we can maybe use routing hints for 5-10 minutes after startup (giving the stack time to warm up), or on retry?

I've tested this out with some simple logic in zigpy and everything restarts very quickly even after a cold boot, I really can't notice any slowdown. This feels like a better approach compared to full state dump/restore.
