docs(managed-postgresql): translate cluster and host alias guides to English

What

Translates two existing Russian-only Managed Service for PostgreSQL operations guides to English:

• en/managed-postgresql/operations/cluster-aliases.md (new, translated from ru/managed-postgresql/operations/cluster-aliases.md)
• en/managed-postgresql/operations/hosts-aliases.md (new, translated from ru/managed-postgresql/operations/hosts-aliases.md)

Both pages existed only in ru/ — English-speaking users had no documentation for cluster/host alias management at all. Added matching entries to en/managed-postgresql/toc.yaml so the pages are reachable from the nav, in the same position as their Russian counterparts.

Terminology (folder/role names, UI labels, console navigation phrasing) was cross-checked against neighboring already-translated pages in en/managed-postgresql/operations/ for consistency.
