Holding. ESLint 8 → 10 is a major, and both build and check-dist fail. This needs a local dist rebuild plus ESLint 10 config updates, not a Dependabot bump.

Closing. ESLint 8 → 10 cannot npm ci against eslint-plugin-github@5 (peer is eslint ^8 || ^9), and ESLint 10 requires flat eslint.config.js (.eslintrc.json is no longer loaded). Bundle this with the plugin-github 6 bump in a dedicated migration PR.
