Summary

Intent

  • Allow noninteractive SubmitQueue callers to provide a bearer token without invoking uSSO.
  • Preserve the cached and interactive uSSO fallback for ordinary callers.

Changes

  • Centralize environment and cache token resolution in UberUSSO.
  • Resolve Conduit and SubmitQueue overrides through the shared token helper.
  • Cover environment overrides and cached fallback behavior with focused tests.

Test Plan

  • Run the focused SubmitQueue and Conduit uSSO unit tests.
  • Run Arcanist lint against origin/stable.

Revert Plan

Revert this PR to restore the previous SubmitQueue token acquisition path.
