This PR is a proposal to update Spin Governance. Most notably, it adds Maintainer and Core Maintainer roles. This change helps formally welcome and recognize those contributors who have a sustained interest and set of contributions to the project and can help grow the project. Feedback is welcome.

Resolves #2804

I think this is a distinct group. E.g. I am pretty sure I am a core maintainer on the spin repo but I don't believe I have any org level permissions. The org level is folks like youi and Kate and Danielle I think, the people who have the depth and experience to make good decisions about wider OSS and governance considerations.

Agree and I reverted these changes. I think we need to update our process to elect governance committee members and update that group's responsibilities to encompass the whole GitHub org but I don't think that proposal / those changes belong in this PR.
