升级到已发布的 repoctl 5.9.0，统一使用
repo release sync-npmmirror直接调用 npmmirror API。发布后通过afterPublish自动同步本次发布的版本及对应 dist-tag，同时提供pnpm sync:npmmirror手动补同步入口。钩子配置continueOnError: true、idempotent: true，镜像失败会告警并保留 npm 发布成功状态，恢复发布不重复执行已完成的同步钩子。将根目录旧
cnpm sync命令转接到pnpm sync:npmmirror，保留原有 workspace 升级入口script:sync。验证：
pnpm build、pnpm lint、pnpm typecheck、pnpm lint:rust、pnpm lint:style、pnpm test:native（50 项）、配置检查及 workspace dry-run 均通过；空发布列表正常跳过。已有依赖建议 warning 无新增 lint 错误。仅调整发布工具与脚本，无业务版本变化，无须业务包 change intent。统一能力来自已合并并发布的 repoctl #1050。
CI 验收：提交
d87023b3532f的全部检查与工作流均已通过（29 项成功），无失败、取消或待完成任务。
