site: remove Workstreams page, redirect /workstreams/ to home#96

Removes the ecosystem Workstreams page (ecosystem/workstreams.md), its sidebar entry and the now-empty Project category, and the inbound link from the onboarding page. Adds a static meta-refresh redirect at /workstreams/ so existing links land on the site home instead of 404ing.
