Scenario library from real alerts #51

This issue is part of the epic pyronear/roadmap#11 (End-to-end tests across engine, API and platform).

Build the test scenarios from real alerts, using the replay of production alerts (#47, #49). First set: smoke on one camera, no smoke, triangulation with two cameras, triangulation with one camera on two poses (#37), alert lasting more than 2 hours (#39), false positive. Each scenario says what we expect to see on the platform.

Done when

• First set of scenarios stored in pyro-envdev
• Each scenario lists the expected result (number of alerts, cameras, location)
