This change bumps the version of `docusaurus` from v3.9.1 to v3.10.2. Changelogs for the versions included in this upgrade: * [v3.10.0](https://github.com/facebook/docusaurus/releases/tag/v3.10.0) * [v3.10.1](https://github.com/facebook/docusaurus/releases/tag/v3.10.1) * [v3.10.2](https://github.com/facebook/docusaurus/releases/tag/v3.10.2) Changes made here include: * Update the announcement bar to make the move to Veracode more forceful * Ensure it renders as four lines by updating CSS * Account for all v4 future flags being enabled by default with `future.v4` set * `experimental_faster` is just `faster` but also included w/ v4 now * `markdown.mdx1Compat` is all `false` in v4 and we aren't using it * Fix linting error on `createRedirects` The changes were tested locally by successfully building and serving the site.
