create() registers the limit listeners on the event dispatcher that is passed in. If several workers are created with the same dispatcher, they all end up with each other's limits, e.g. a worker with runLimit 100 stops after 10 runs because another worker registered that limit. Fixing this in code would add a lot of complexity for a rare setup, so this only documents it.
