Switches docs-check over to the reusable workflow in patchlevel/.github. This repo was still pinned to actions/checkout@v6 and setup-php@2.37.0, the shared workflow bumps that to v7/2.37.2 to match event-sourcing and worker.
The docs-extract-php-code / docs-inject-php-code scripts under bin/ move to a new shared composer package, patchlevel/docs-tools (require-dev), so the make docs-* targets keep working locally. Makefile updated to call vendor/bin/... instead.
Depends on patchlevel/.github#10 being merged first, otherwise the workflow_call reference won't resolve.
