Update the io.undertow:* dependency to the latest 2.3 in preparation for the 2.4 upgrade.
2.3 updates the minimum java version to 11 and removes the bifrucated undertow-servlet-jakarta in favor of just moving over the jakarta for the default undertow-servlet. Both these are probably fine because conjure-java doesn't have a servlet dependency, and because the libraryTarget is already set to 17.
