Records the brainstormed design: collapse L4 + L5 into a single local-only "VM e2e" tier driven by scripts/vm/run.sh against a Tart VM, delete the GHA destructive jobs, leave L4 optional (no release gate). MacHost API stays unchanged; the 12 e2e test files are not rewritten.
Implementation plan derived from the spec at docs/superpowers/specs/2026-05-17-l4-l5-tart-local-design.md. Seven tasks, each its own PR for easy revert: 1. Add scripts/vm/ Tart driver + new Makefile targets (additive) 2. Collapse e2e,destructive build tag into e2e,vm 3. Add OPENBOOT_IN_VM branch to testutil/machost.go 4. Delete GHA destructive jobs (macos-e2e, destructive, smoke-test) 5. Delete old Makefile destructive targets 6. Split auto-release.yml: patch auto-tags, feat opens issue 7. Documentation sync (CONTRIBUTING, CLAUDE, HARNESS)
