Copy updated OpenAPI spec from opal repo and regenerate. Adds 4 new endpoints for resource custom access level CRUD and associated model types (ResourceCustomAccessLevelResponse, CreateResourceCustomAccessLevelInfo, UpdateResourceCustomAccessLevelInfo, ResourceCustomAccessLevelList). Regenerates the Go SDK from the updated OpenAPI spec. Adds 4 model types and corresponding API methods on ResourcesApi for custom access level CRUD.
