Publishing v0.9.0 failed before compilation because the release workflow used the retired actions/cache@v2. Use the same JDK 17 setup and Gradle caching as Android CI, update checkout, and explicitly build the published tag.

Replace the legacy upload action and deprecated step outputs with GitHub CLI uploads using the workflow token with contents: write. Preserve signed release builds and the existing OpenBot-<version>.apk and Controller-<version>.apk filenames.

Validation: actionlint, shell syntax checks, and a mocked upload confirming both filenames and APK contents passed. The real signed build and upload will be verified when v0.9.0 is recreated after merge.
