Use recorded versions for decoupled dependency bumps

Summary

• optionally load package versions from the published-versions artifact, falling back to npm view for missing versions
• retain the optional feed URL for registry fallback queries and detailed npm failure diagnostics
• select the publishing pipeline run that triggered the post-publish pipeline, or the latest resolved publishing run for manual invocations

Validation

• cd repo-scripts/repo-toolbox && rushx build
• CLI help confirms both version-source parameters are optional
• editor diagnostics report no TypeScript or YAML errors
• git diff --check microsoft/main...HEAD
