This PR adds a standalone CONNECT proxy executable that applies exact hostname-and-port policy before on-demand DNS resolution and numeric upstream dialing, supports loopback and inherited listeners with readiness output, relays accepted tunnels with bounded resources, and adds cross-platform CI coverage.
