Description

Use an import resolution attribute to resolve the PackageJson type from the ESM-only @fluidframework/build-tools package while compiling the import-testing tests as CommonJS. This removes the temporary local package.json shape and preserves support for optional devDependencies.

Addresses AB#80348.
