Adds gitignore-style
!negation to release path filters by translating excluded patterns to Git exclude pathspecs. Exclusion-only configurations now scan everything except the omitted paths, making broad monorepo filters possible without maintaining a brittle allowlist.Includes focused unit and integration coverage and documents the new syntax.
