[BUGFIX] Continuously persist map view state to cookies - #2195

The map's zoom level and center coordinates will now be saved to cookies whenever the map finishes moving. This ensures that the user's last viewed position and zoom level are remembered across sessions, improving user experience. It needs to be implemented, because `unload` is unreliable in some browser navigation and back/forward-cache cases. The robust fix is to save when the map view changes or when navigation starts, rather than relying solely on `unload`.
