Stamped the canonical a2a-maintain.yml from FuzeSDLC (merged 2026-08-31). Workflow now uses manifest-keyed gating: a2a.enabled not declared -> skip; enabled true + no credential -> FAIL; enabled true + credential -> run. Vacuous skip-green paths removed.
