Pushing to main no longer uploads a release. A vX.Y.Z tag does, after a guard step checks that the tag matches __version__. Pushes to the development branch still go to TestPyPI. Actions bumped to current majors. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>

mainbuilt and uploaded to PyPI with the stored token, so any merge was a release and a merge without a version bump would fail the upload. This PR makes avX.Y.Ztag the release trigger, adds a guard that the tag matches__version__, keeps thedevelopmentbranch publishing to TestPyPI, and bumps the actions to current majors. The README contribution notes say so.Because GitHub reads the workflow from the pushed commit, merging this PR does not itself publish anything.
