Conversation events can now produce keyed follow-up intents for cards, options, prompts, and Planner jobs. This layer adds a callback-driven effect runner with receipt and retry checks, a bounded pure job queue, and record-derived pending card actions. Live Plan persistence and worker activation remain in a later layer.

Review scope: 24 files; 1,051 source lines and 1,658 test/helper lines, above the interpreter layer.

Validation: 50 tests across 13 focused files (240 assertions); bun run types, bun run fix, and bun run ci pass.

Jev effects: keyed follow-up work, bounded jobs, and captured card actions
