Replace overlapping Dependabot version PRs with bounded, agent-assisted Cargo and GitHub Actions updates while preserving Dependabot security updates and the repository's human review boundary.
Rollout must exclude this repository from the external dependency combiner before resolving or closing #343-#348 and allowing the scheduled jobs. Material updates close an unapproved reserved draft and open a fresh one so reviews cannot carry forward; failures restore the old branch as needed and reopen the original draft. Required PR CI remains approval-required;
GITHUB_TOKEN-created PRs cannot trigger automatic post-PR fixups until a repository-scoped GitHub App or PAT is provisioned.
