Adds a GitHub Actions workflow to verify the gem loads and configures correctly, since the existing RSpec 2.x suite is broken on modern Ruby.
Also adds gem "i18n" to the Gemfile (dev/test only, not the gemspec; no effect on downstream consumers) to fix a missing transitive dependency.
