Adds the standard go-check/go-test wrappers (ipdxco reusables pinned to 63392e9, v1.0) so this repo gets vet/staticcheck/gofmt/tidy + race/coverage on PRs. Part of the fil-forge CI standardization (pass 2); stacked on the Dependabot PR.
