Documents the existing shared password-admission limits and bounded Basic-authentication wait already implemented on main. Interactive login retains immediate admission or denial; this PR changes no runtime behavior.
Validation: documentation checked against main's AuthService implementation. No runtime tests needed for this documentation-only change.
