Apps are defaulting to light mode

What Happened?

Electron apps default to light mode even when the system is set to dark mode.

Zulip renders only the window decorations in light mode, while Signal renders the entire app in light mode.

Steps to Reproduce

1. Set the system to dark mode.
2. Open an Electron app.

Expected Behavior

All apps and window decorations appear in dark mode when the system is set to dark mode.

amd64 (on most hardwares)

Secure Session (Wayland, This is the default)

Not just Electron apparently. CoMaps (a Qt app) is entirely in light mode.

Not just Electron and Qt it seems. Inkscape (a GTK4 app) is entirely in light mode.

Unfortunately most of the time this is an issue with the apps that we can't really do anything about :(
There is an open spec that we implement that apps can use to determine whether they should be in light or dark mode but it's up to them to use it.
I'm gonna transfer to settings daemon because if that's a bug with elementary it would be a settings portal thing
