Automated stlc build from config repo commit 91fd862cf668b42da81e0a34ddc4e466a51aa0c1.

A branch reparented onto a stale base is BEHIND main, so its PR would revert
whatever main gained meanwhile. On 2026-09-01 a workflow-validation run produced
branches 4 commits behind main whose diffs deleted the just-released
CHANGELOG/Cargo.lock/version entries; all 9 had to be closed by hand.

Now such a branch emits a ::warning:: and is skipped instead of being offered as
a revert for review. This only became reachable once PR creation was fixed --
previously the oversized-title bug made every create fail, masking it.

Closing: produced by a workflow-validation run of stlc-generate.yml with no spec change. Codegen does not emit release-only files, so the diff only strips the just-released CHANGELOG/lockfile/version entries.
