Minimatch update

Resolve several Dependabot issues by updating/removing dependencies that rely on old minimatch versions:

• Update vsce to 3.9.3-7
• Update js-beautify to ^1.15.4
• Update eslint to ^10.9.1. This requires some configuration changes, and adding a workaround due to version mismatch with @typescript-eslint/parser - updating @typescript-eslint/parser would require updating typescript, so it's left out of this PR for now
• Remove rimraf - this was only used once and can be easily replaced with Node's fs library
