The match on apply_navigation_rules() only re-returned the error, so replace it with ?. This removes a nesting level from the retry loop and fixes the misindented return. No behavior change.

as the indentation across the whole block changes, the "Files Changed" tab in GitHub looks pretty messy.
Only the match at the start and the Err(e) => at the end are actually different.

The match on `apply_navigation_rules()` only re-returned the error, so
replace it with `?`. This removes a nesting level from the retry loop
and fixes the misindented `return`. No behavior change.
