Found during an org-level GitHub Actions/CI-CD health audit following the org cost review: JustInCase workflows had zero automatic signal on ordinary pushes/PRs. Restores the exact trigger that was gated in the August 2026 cost pass, preserved verbatim in the `ci-local:gated` comment block this repo already carried.
