The KV jurisdiction private beta is now in customer hands (originally rolled out with Webflow), but the data-location page describes the feature without showing how to create a jurisdiction-restricted namespace. This PR adds Wrangler and REST API samples for creating a namespace with
--jurisdiction=eu, mirroring the pattern used on the D1 data-location page. Change is purely additive — two new subsections inserted between### Supported jurisdictionsand### Get access; no other line of the file was touched. No dashboard subsection since KV jurisdictions remain private-beta / account-team-enrolled.
