Description of changes: Adds 31 unit tests for the lambda-runtime MCP tool covering dispatcher routing, _classify_runtime logic, handler success/error paths, size caps, and multi-region failure handling. Updates README.md to reference the new agent in the hierarchy diagram, project structure, and doc-index. Adds a function_name_filter contains-match to list_functions_by_runtime for friendlier lookups, a refresh cadence comment on RUNTIME_SUPPORT_DATA, and a chart axis labeling rule in the agent prompt to prevent $ mislabeling on non-cost axes.
