bin/traceability/traceability.py picks up reference commit f6f79f6 "Let the highest revision win among open delta specs": when two open delta specs define the same requirement name, the highest revision wins instead of file order. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
