Upgrade the development mock to the Python 3.14-compatible bugfix release 2026.10.13.1.
The original bump exposed a mock bug:
MockVWS(processing_time_seconds=60)accepted an integer, but its recognition-count report helper and report constructor rejected that value. The release fixes both boundaries and tests integer, float, and fractional delays through the public HTTP API. The fix is also proposed for mock main in VWS-Python/vws-python-mock#3734. The compatible release is based on the previous stable tag because mock main now requires Python 3.15.Rebase onto current main to resolve the dependency conflict while preserving the newer vws-test-fixtures pin. Keep the existing integer-delay consumer tests.
Validation: all 467 tests pass with 100% coverage on both Python 3.14 and 3.15 using the fixed mock; all 55 mock report tests pass on both interpreters. Package builds, clean wheel installations, and repository pre-commit and pre-push checks pass. Fresh hosted checks will run for the updated PR head.
