The actionlint hook currently suppresses the unsupported concurrency.queue diagnostic for every workflow. Move that ignore into .github/actionlint.yaml, scoped to .github/workflows/test.yml, and restore the plain actionlint hook command. Other workflows and unrelated concurrency errors remain checked.

The workflow queue configuration is already on main. Remove this diagnostic suppression when rhysd/actionlint#657 is fixed.

Depends on #3781 for the CI credential repair. This PR targets its branch so the credential changes stay in that prerequisite.

Validation:

• Plain actionlint invocation passes across all workflows.
• Controlled stdin checks confirm that the test workflow's queue diagnostic is ignored, while the same diagnostic in another workflow and unrelated concurrency keys still fail.
• Pre-commit and full pre-push checks, including partition checks and type checkers, passed.
• git diff --check passed.
