Build the root and subcommand help cases directly in the decorator. Remove
_BASE_COMMAND,_SUBCOMMANDS, and_COMMANDS. The inline empty list remains explicitly typed.Validation: affected tests passed. All 18 collected node IDs and their ordering match the base exactly. Ruff, formatting, strict-kwargs, no-defaults, mypy, pyright, pyrefly, ty passed.
