Split out of #449 so it can be reviewed on its own; independent of the documentation content.

citing.md gives the citation in a form that can be copied, so users do not have to reconstruct it from CITATION.cff. migration.md collects the breaking changes across recent releases in one place, which is otherwise only recoverable by reading the changelog end to end.
