docs: add citing and migration pages - #501

`citing.md` gives the citation in a form that can be copied, so users do not have to reconstruct it from `CITATION.cff`. `migration.md` collects the breaking changes across recent releases in one place, which is otherwise only recoverable by reading the changelog end to end.
