As per the decision made by @Jatmiko, the frontend framework is switching to React from Svelte. This change removes all the existing frontend/js code, and the github actions and README documentation that references it. It expects that it will shortly be replaced by a reactjs-based frontend.

Addresses #97
As per the decision made by @mikoding9 , the frontend framework is
switching to React from Svelte.
This change removes all the existing frontend/js code with the
expectation that it will shortly be replaced by the beginnings of a
reactjs-based frontend.
