Chip Trader rarities not taken into account

The randomizer adds chips to chip traders even when the chip trader has no chance of giving out that chip or other chips with the same rarities.

Turns out the Chip Trader can still select chips of an impossible rarity, so it doesn't really matter. Going to mark this as enhancement instead of bug.
