Extract relarena.core into the independently installable relarena-core package. Update imports and dependencies, add entry-point model discovery, and verify core works without either consumer. TabPFN-Rel remains in the host at this layer.

Validation: Python 3.11/3.12 tests, pinned pre-commit checks, and wheel/sdist builds. Core-only installation: 100 tests passed.

relarena-core no longer depends on torch. discover_models scans entry points once per process. relarena is 0.0.2. The workflow checks out at the default path.

discover_models returns immediately after one complete pass, so per-lookup
callers such as leaderboard.method_kind no longer rescan installed metadata.
core imports torch only inside default_device, so it is no longer a dependency.
The workflow is checked out at the default path.
