The openvoxproject version of the packaging gem is on 1.0 now. Projects using vanagon in their Gemfile along with declaring the packaging gem would get cranky with vanagon having a requirement on ~> 0.99. We'll probably get rid of the packaging gem entirely soon, but for now, this keeps things happy. Signed-off-by: nmburgan <13688219+nmburgan@users.noreply.github.com>
