Fix bullets and release grouping in the What's New dialog - #24078

Tailwind's preflight resets list-style globally, so GitHub's release notes rendered their bullet lists as unmarked indented text, and the pre-wrap meant for plain text turned every newline in the markup into a blank line. The resolver joined each release's notes together with nothing between them, so an update spanning several versions read as one blob. Each one now gets its own section with a version heading and publish date.

FINALLY FIXED THIS
Release notes had no bullets, blank lines where the markup had newlines, and nothing separating one release from the next. Tailwind's preflight resets
