Implements multi-tier referral payout configuration, a paginated public referral leaderboard, per-API-key rate-limit overrides, and optional sub-account transaction/daily withdrawal caps.
Validation: prettier and git diff --check pass. Full typecheck/test validation is blocked because Prisma client generation cannot reach binaries.prisma.sh in this environment; the checkout also contains pre-existing type errors.
