Widgets use IStorable with an icon lookup instead of IWindowsStorable, add LinuxHomeFolder built on the platform services, and move the WinRT/IAgileReference code to *.Windows.cs, fixing two inherited compat-off keys. Home widgets now use portable IStorable plus an icon lookup; adds LinuxHomeFolder (IUserDirectories, IVolumeService, IRecentFilesStore, INetworkLocationService); WinRT/IAgileReference code moved to *.Windows.cs, fixing the 2 compat-off keys (WidgetFolderCardItem.cs, QuickAccessWidgetViewModel.cs) removed from the baseline. Breadcrumb root flyout has a portable branch.
Verified: net10.0-desktop build, Platform tests (838 pass), headless Home render (Quick access, drives with usage bars, network, recent files headers).
